Rules and Guidelines Regarding Pets

We trust this finds members well.

The Thorn Valley Estate Homeowners Association requires to remind residents of the Rules in regard to pet ownership on the Estate and to advise of protocols in place for disregarding the Rules. .

There has been a substantial increase in the number of incidents of pets found wandering the Estate which has resulted in near accidents with motorists, incidents of dogs chasing or attacking members or visitors, and dogs escaping from the Estate.  Please ensure that your property is secure for your pet and that family and staff members, are reminded to please keep doors and gates closed.

As all members – pet owners or not – can appreciate, not only are such incidents an inconvenience to other members, but they pose a threat to the safety of members’ and their pets.

In order to maintain a harmonious rapport between members, there are guidelines in place which prohibit pets from wandering the Estate, being walked without a leash, defecating on the common property, and entering other members’ properties.  A “dog walker” has been seen riding on a scooter with the dog running alongside. Whilst the dog may be on a leash this method of dog walking is dangerous and an accident waiting to happen and also gives rise to extra barking – dogs just don’t seem to like motorbikes!    Dog owners also need to be aware of unacceptable prolonged barking disturbances which are a major cause of complaint by members.   These rules also form part of the City By Laws in regard pets and can be found on http://www.joburg-archive.co.za/bylaws/dogs_cats_bylaws.pdf

The following protocols will be followed, with regards to pets wandering the Estate.

  • Identified pets wandering the Estate – Owners shall automatically receive the R250.00 penalty and repeated offences shall result in a R2,500.00 penalty for the on-going disregard of Association Rules and Guidelines, as per the Association Fines and Penalties Schedule.
  • Failure to clean up after your pet on common areas – Owners shall automatically receive the R250.00 penalty and repeated offences shall result in a R2,500.00 penalty for the on-going disregard of Association Rules and Guidelines, as per the Association Fines and Penalties Schedule
  • The attached incident report form shall be completed,  the pet will be photographed and copies given to the owner and the Managing Agent for processing and payment. The form will be completed and submitted by an Estate Staff member, Board member, Security employee or the Estate Manager. Members who notice  wandering pets are requested to please photograph the pet if possible and immediately report the incident to the Estate  or Security Managers,  via the Estate Control Room – 011 452 8579.

It is the Association’s aim to protect both members and pets and maintain a pleasant environment for all,  and members are encouraged to follow the rules, which will in turn allow for Estate Management time to be spent on more pressing matters in order to continue to improve the Estate.
